Job Purpose
The consultant will conduct a review of partnerships with Civil Society Organizations (CSOs), NGOs (international and national, community-based organizations, academic institutions, Red Cross). The scope covers five departments for the regular program (West, Artibonite, North-West, Center, and South), including the Port-au-Prince Metropolitan Area. Humanitarian partnerships will be assessed nationally based on HNRP activations and cluster coordination. This role is crucial for evaluating the effectiveness of program implementation partnerships and identifying areas for improvement to better serve children.
Responsibilities
The consultant will be responsible for conducting a comprehensive review of UNICEF's implementation partnerships. Key tasks include: performing documentary analysis and risk assessments of existing partnerships; conducting surveys and consultations with stakeholders to gather insights; mapping current partners to understand the landscape; evaluating collaboration mechanisms to identify strengths and weaknesses; and analyzing the Harmonized Approach to Cash Transfers (HACT) framework in relation to these partnerships. The consultant will also be responsible for producing detailed deliverables and expected results as outlined in the Terms of Reference, ensuring a thorough and evidence-based assessment of partnership effectiveness and efficiency.
Work Experience
Minimum of 7 years of relevant professional experience, with proven experience in managing, evaluating, or reviewing implementation partnerships within the UN system or an international humanitarian organization.
Skills
In-depth knowledge of HACT framework and UNICEF partnership modalities (PCA, PD, SPD), Proficiency in eTools, VISION, UNPP, and PRP platforms, Excellent mastery of mixed-methods research (quantitative surveys, qualitative interviews), Data triangulation skills, Data visualization tools proficiency, Documentary analysis, Risk assessment, Stakeholder consultation, Partner mapping, Collaboration mechanism evaluation
