Job Purpose
The Programme Officer (Child Protection/Social Behavior Change) position is a newly established role to support the opening of the Mahajanga Zone Office in Madagascar. This role is designed to deliver integrated, multisectoral support through a cost-efficient staffing model aligned with operational realities. The incumbent will report to the Chief Field Office and serve as the CP/SBC programme focal point at the Mahajanga Field Office. The primary responsibility is to link planning, field implementation, results monitoring, community engagement, and coordination with partners to contribute to a more protective environment for children. The role provides professional technical, operational, and administrative assistance throughout the programming process for child protection and social and behaviour change programmes within the Country Programme, from development planning to delivery of results. The Programme Officer will prepare, execute, manage, and implement various technical and administrative programme tasks to facilitate programme development, implementation, progress monitoring, evaluation, and reporting.
Responsibilities
The Programme Officer (CP/SBC) will be responsible for supporting programme development and planning, ensuring alignment with UNICEF's strategic goals and the Country Programme. This includes contributing to the formulation of programme objectives, strategies, and activities for child protection and social and behaviour change initiatives in the Boeny region. The role involves managing, monitoring, and delivering results for these programmes, tracking progress against targets, identifying challenges, and implementing corrective actions. Providing technical and operational support to programme implementation is crucial, which includes offering guidance to implementing partners and ensuring adherence to UNICEF standards and guidelines. Networking and partnership building with government counterparts, NGOs, community leaders, and other stakeholders will be essential to foster collaboration and leverage resources. The Programme Officer will also be responsible for innovation, knowledge management, and capacity building, by identifying and promoting innovative approaches, documenting lessons learned, and supporting the development of capacities of partners and staff in child protection and social and behaviour change.
Work Experience
At least two years of relevant professional experience in social and behaviour change, child protection, knowledge management, social development, programme management, monitoring and evaluation, community engagement, partnership development, capacity strengthening, resource mobilization, advocacy, or related areas is required.
