Job Purpose
The Planning and Monitoring Specialist will support and facilitate the planning and monitoring functions for the Zonal Office (ZO) to enable effective country programme delivery. This role is crucial for ensuring UNICEF's programmes in Afghanistan are effective, inclusive, and responsive to the needs of children and communities. The specialist will work closely with other Planning & Monitoring Section members and zonal sectoral programme staff to integrate planning, collect and analyze data for decision-making, manage risks, and adapt to changing needs. This position contributes to UNICEF's rights- and results-based management approach, focusing on complex systemic change and promoting equity through disaggregated data.
Responsibilities
The Planning and Monitoring Specialist will be responsible for supporting and facilitating the planning and monitoring functions for the Zonal Office. This includes providing support to and facilitating the planning and monitoring functions for the Zonal Office (ZO) to enable country programme delivery in close collaboration with other P&M Section members and zonal sectoral programme staff. Key responsibilities encompass programme planning, ensuring alignment with UNICEF's strategic objectives and equity focus. The incumbent will also be responsible for programme monitoring, including budget monitoring, to track progress and identify areas for improvement. A critical aspect of the role involves Harmonized Approach to Cash Transfers (HACT) and serving as the focal point for cash-based programming and social protection for the Zonal Office. Additionally, the specialist will manage Environmental and Social Safety Standards (ESS) and contribute to planning and monitoring capacity building for staff and partners. Coordination and networking with internal and external stakeholders will be essential to enhance programme effectiveness and ensure accountability.
Work Experience
A minimum of two years of professional experience in programme planning, monitoring, and evaluation, preferably within a humanitarian or development context. Experience with cash-based programming and social protection is desirable.
