Consultancy for Technical Support for Regional AT Advocacy and Social Behavior Change (Internationals only, remote with travel)

Job Purpose

This consultancy aims to strengthen strategic, evidence-based advocacy and Social and Behaviour Change (SBC) initiatives to enhance awareness, combat stigma, and promote equitable access to assistive technology (AT), particularly for school-aged children in Pacific Island Countries. The consultant will provide technical support to generate behavioural evidence, co-develop advocacy and SBC tools, facilitate inclusive consultations, and produce practical outputs that serve as regional public goods. The focus is on improving access to essential AT like eyeglasses, hearing aids, and mobility devices, while strengthening national AT systems, including policy, financing, workforce development, service delivery, supply chains, advocacy, and data systems.

Responsibilities

Provide focused technical support to generate behavioural evidence for AT advocacy and SBC initiatives. Co-develop advocacy and Social and Behaviour Change (SBC) tools tailored for regional application and diverse stakeholders. Facilitate inclusive consultations with relevant partners, including organizations of persons with disabilities (OPDs), to ensure disability-inclusive and gender-responsive strategies. Produce practical outputs, such as communication strategies, advocacy frameworks, and toolkits, that can be used as regional public goods. Support coordinated advocacy and system strengthening efforts across participating Pacific Island Countries. Contribute to strengthening national AT systems by informing policy, financing, workforce development, service delivery pathways, supply chains, and data systems. Ensure all developed strategies and tools are adaptable to different country contexts within the Pacific region. Promote inclusive approaches applicable to wider AT use beyond the immediate programme focus. Collaborate with the Pacific Disability Forum (PDF) and other key stakeholders to leverage their mandate, regional reach, and relationships. Ensure outputs are evidence-based and aligned with the ATscale-supported programme objectives.

Work Experience

At least 5 years of progressively responsible professional experience in designing and implementing advocacy, communication, and/or Social and Behaviour Change initiatives, including disability inclusion, preferably in the Pacific region or other multi-country contexts.
