In Cuba, UNICEF supports government efforts to preserve child well-being achievements and address new challenges within the context of the Cuban economic model's update, preparing for a new Country Programme Document cycle.

Job Purpose

This Programme Officer position will provide essential technical, operational, and administrative support for the Social Inclusion of Children programme in Cuba. The role focuses on the design, planning, implementation, management, and evaluation of programme and project activities related to quality care and education. Key responsibilities include data analysis and progress reporting to ensure alignment with programme goals and objectives. The officer will contribute to innovation and knowledge management, ensure the optimum use of program funds, and support national and local capacity building for sustainability. This role is crucial for advancing a rights-based and results-based programme management approach, fostering partnerships, and advocating for children's rights at all levels.

Responsibilities

Provide technical, operational, and administrative support throughout the programming process for the Social Inclusion of Children programme. Focus on quality care and education programme design, planning, and implementation. Manage and evaluate programme/project activities, ensuring alignment with UNICEF's strategic objectives and the Country Programme Document. Conduct data analysis and prepare progress reports to inform decision-making and track achievements. Drive innovation and knowledge management within the programme. Ensure the optimum use of program funds through effective financial oversight and management. Monitor and evaluate programme activities to assess impact and identify areas for improvement. Apply a Rights-Based and Results-Based Programme Management Approach in all aspects of work. Support national and local capacity building initiatives to ensure programme sustainability. Advocate for children's rights from a rights perspective at the national, community, and family levels. Foster and maintain strong partnerships, coordination, and collaboration with government counterparts, UN agencies, civil society organizations, and other stakeholders.

Work Experience

A minimum of one year of relevant professional work experience is required, with demonstrated ability to support effective child programme implementation and expertise in social programmes management, including planning, coordination, implementation, and evaluation.
