Job Purpose
This consultancy aims to establish a pre-screened Experts Pool to support UNICEF's Accelerated Disease Control (ADC) functions. The goal is to streamline and expedite the recruitment of consultants with expertise in vaccine-preventable and epidemic-prone disease control. This pool will ensure UNICEF has access to a broad and up-to-date range of technical expertise to address increasing outbreak risks, persistent immunity gaps, and evolving programmatic priorities globally. The experts will provide targeted technical assistance to strengthen country capacity in disease elimination, outbreak preparedness, and response, aligning with current global, regional, and country needs.
Responsibilities
Experts in this pool will provide targeted technical assistance focused on disease elimination, outbreak preparedness and response, and related priorities. They will collaborate with UNICEF Programme Division, Centers of Excellence, country offices, WHO, and partners to strengthen country capacity using the latest guidance and tools. Key responsibilities include supporting the planning, implementation, monitoring, and evaluation of preventive and reactive vaccination activities (SIAs, ORI), conducting immunity gap and risk analyses, developing outbreak preparedness and response plans, providing technical support during outbreak response and emergencies, conducting after-action reviews and outbreak investigations, supporting MNTE risk assessments and new vaccine introductions, contributing to knowledge management and evidence generation, and supporting operational research and programme evaluation. Experts may be tasked to support national counterparts in one or more of these areas based on country needs.
Work Experience
A minimum of five years of relevant professional experience in public health, immunization programs, disease control, or outbreak response. Experience in developing countries or complex humanitarian settings is desirable.
