National Public Financial Management Consultant (office based with travel)

Job Purpose

The objective of this consultancy is to design a comprehensive guideline and a five-day training package focused on procurement and public financial management (PFM). This package will specifically address the needs of health managers at district and sub-district levels, including those in city corporations, for both facility and community-level healthcare. The consultancy involves adapting existing modules and resources from the Ministry of Health and Family Welfare, incorporating updates to the Public Procurement Act (PPA) and Rules (PPR), and enhancing budget execution capacity among national, divisional, and city corporation health managers. The primary goal is to create easily understandable materials for medical professionals serving as health managers within the Directorate of Health Services (DGHS) and Local Government Institutions (LGI).

Responsibilities

The consultant will be responsible for designing a guideline and a five-day training package on procurement (emphasizing physical/health services and those managed by health managers) and public financial management (PFM), adapting existing modules and resources from the Ministry of Health and Family Welfare, and incorporating updates to the Public Procurement Act (PPA) and Rules (PPR). This will aim to strengthen procurement and PFM practices and improve budget execution capacity among national, divisional, and city corporation health managers. The consultant will facilitate a final review and endorsement of the developed materials, considering prior findings on procurement and PFM challenges. Additionally, the consultant will conduct two national Training of Trainers (ToTs) for DGHS and City Corporations, support eight divisional trainings/ToTs, and provide hands-on technical coaching to designated DGHS and city corporation officials to ensure sustained field-level support and capacity building. The development of practical learning materials based on real financial management challenges is crucial for enhancing health managers' understanding of procurement processes and PFM practices. The consultant will work directly with the Planning & Research unit of DGHS, with coordination and supportive monitoring from UNICEF.

Work Experience

Minimum of ten (10) years of progressive professional experience in Public Administration, Public Procurement, and/or Public Financial Management. Experience with large-scale government projects and capacity-building initiatives for government officials is preferred. Experience with the Ministry of Health and Family Welfare and its agencies is an advantage. Proven working experience with the Government of Bangladesh in procurement and PFM, including engagement with key ministries, is essential. Experience working with high-level government officials and international agencies like UNICEF or WHO is an added advantage.
