Job Purpose
The consultancy aims to provide expert support for the development of Haiti’s Gavi 6.0 Application (2026-2030). This involves ensuring a high-quality, compliant, and competitive submission for predictable, long-term financing to strengthen essential immunization system functions. The consultant will contribute to strengthening programme management, service delivery, demand generation, data systems, supply chain, and outbreak preparedness. Given Haiti's classification as a fragile and high-risk setting with significant immunization challenges, the application must demonstrate strong prioritization, context-adapted delivery approaches, clear partner roles, and a robust monitoring framework. The consultant's expertise will be crucial in navigating the technical complexities and compressed timeline to secure vital funding for child health in Haiti.
Responsibilities
Provide technical expertise and support for the development of Haiti’s Gavi 6.0 Application, ensuring alignment with Gavi’s Country Foundations approach and Partnership Accountability Framework (PAF). Assist in the selection and justification of priority immunization system functions, and the identification of implementing partners. Develop a comprehensive and costed multi-year workplan, including indicators and targets. Ensure evidence of country ownership and partner coordination is clearly articulated. Address Haiti’s specific immunization system challenges, such as low coverage, zero-dose children, fragile service delivery, supply chain constraints, and data quality issues. Develop realistic and context-adapted delivery approaches and clearly define partner roles and implementation arrangements. Establish a robust monitoring framework for the proposed Gavi 6.0 strategy. Provide technical assistance to fragile countries/countries affected by humanitarian crises, with a focus on immunization programmes. Ensure familiarity with Gavi 6.0, including Country Foundations and Consolidated Cash Grant. Support the budgeting and costing of the proposed workplan. Collaborate with national stakeholders and UNICEF country office to ensure a cohesive and competitive application.
Work Experience
2 years of experience with Gavi applications. More than 5 years of experience with immunization programme expertise.

Strong knowledge of immunization programmes, Gavi funding mechanisms, Health systems strengthening, Familiarity with Gavi 6.0 (Country Foundations and Consolidated Cash Grant), Excellent analytical skills, Excellent coordination skills, Excellent writing skills, Experience in budgeting and costing, Experience in technical assistance to fragile countries/countries affected by humanitarian crises, Familiarity with PAF indicators and results frameworks
