Job Purpose
The primary objective of this consultancy is to conduct an independent external evaluation of the GLPE (Global Learning Partnership for Education) mechanism. This evidence-based assessment aims to enhance its effectiveness, inclusivity, accountability, and alignment with best practices. Specific objectives include examining the GLPE's institutional and legal framework, evaluating stakeholder roles and participation, analyzing decision-making and accountability mechanisms, assessing coordination effectiveness and inter-sectoral synergies, and reviewing alignment with international standards. The consultant will formulate prioritized recommendations with an operational action plan to improve sectoral steering governance and efficiency.
Responsibilities
Conduct an external evaluation of the GLPE mechanism, focusing on its effectiveness, inclusivity, and accountability. Examine the institutional and legal framework governing the GLPE. Evaluate the roles, responsibilities, and participation levels of all relevant stakeholders. Analyze the existing decision-making processes and accountability structures within the GLPE. Assess the efficiency of coordination mechanisms and identify opportunities for inter-sectoral synergies. Review the GLPE's alignment with international standards and best practices in sectoral governance. Formulate clear, prioritized recommendations for improvement. Develop an operational action plan to support the implementation of recommendations, aimed at enhancing sectoral steering governance and overall efficiency. Present findings and recommendations through clear, structured reports and presentations, ensuring a realistic timeline and methodology.
Work Experience
Minimum of 5 years of proven experience in institutional evaluation, sectoral governance, education systems, or conducting institutional studies and analyses.
