Job Purpose
The International Immunization Consultant will provide critical technical support to the Ministry of Health in Timor-Leste for the development of a comprehensive GAVI 6.0 consolidated cash grant proposal. This role involves a thorough review of existing immunization guidelines, national strategies, and past GAVI investments to ensure alignment with national priorities and identify funding gaps. The consultant will analyze the implementation status of Health System Strengthening (HSS) and Technical Cooperation Agreements (TCA) and provide recommendations for leveraging available resources to scale up immunization activities effectively. The ultimate goal is to facilitate the uninterrupted implementation and scaling up of immunization programs through a well-structured and fundable grant proposal, ensuring continued support for vaccine introductions and related health system strengthening efforts.
Responsibilities
Conduct an in-depth review of existing immunization reports, including annual EPI review reports, eJRF, cold chain, and inventory data. Perform a desk review of GAVI 6.0 guidelines and templates to understand requirements for the consolidated cash grant proposal. Analyze the implementation status of HSS and TCA from January 2026 to June 2027 to identify progress and challenges. Provide technical support to the national immunization department to analyze key recommendations from the National Immunization Strategy 2026-2030 and Effective Vaccine Management (EVM) assessments, ensuring these are incorporated into the grant proposal. Coordinate closely with the Immunization Department and the Director General of Partnership within the Ministry of Health to clarify financial allocations for the immunization program for 2026-2030. Analyze critical funding gaps and develop actionable recommendations on how to leverage available resources effectively. Identify unfunded activities recommended in the NIS 2026-2030 by reviewing TCA and HSS investments since January 2026. Facilitate bilateral meetings with the Ministry of Health, UNICEF, and WHO to gather necessary information and ensure alignment. Support the Ministry of Health in developing a comprehensive GAVI 6.0 consolidated cash grant proposal for submission.
Work Experience
A minimum of five years of professional experience in immunization programs, health systems strengthening, or public health project management. Experience with GAVI or similar global health funding mechanisms is highly desirable. Proven experience in proposal development and grant writing, particularly for health-related initiatives.
