Job Purpose
This consultancy aims to provide targeted technical support to UNICEF's Social Policy and Advocacy (SPA) and Planning, Monitoring, and Evaluation (PME) sections to maximize the operational quality and impact of their respective activities. Specifically, it will contribute to modernizing knowledge management related to social protection programs and institutionalizing accountability mechanisms towards affected populations (AAP). The role is crucial for enhancing evidence-based advocacy with donors and government partners by addressing the deficit in structured longitudinal data and for systematically integrating community involvement from the project co-creation phase, ensuring transparency and beneficiary protection through robust feedback and complaint management systems.
Responsibilities
The consultancy will focus on two priority areas for the SPA and PME sections. The first is the strategic need for evidence-based knowledge management. This involves dynamically and continuously tracking socio-economic evolution and behavioral changes within beneficiary households to demonstrate the added value and real impact of the 'Cash Plus' model on human capital development and child well-being. The second area addresses the ethical and operational requirement of Accountability to Affected Populations (AAP). This involves moving beyond administrative compliance to making accountability a driver of adaptive and responsible program management. It requires systematizing active community involvement from project proposal co-creation and consolidating, securing, and streamlining feedback and complaint management mechanisms for transparency, protection, and beneficiary engagement. The outcome will be a more robust knowledge management system, reliable field data, and an effective accountability mechanism empowering communities as key project cycle actors.
Work Experience
At least 5 years of confirmed experience in monitoring and evaluation, social protection, accountability to affected populations (AAP), and data management.
Skills
Proficiency in Excel, Power BI, SPSS/STATA, Kobo/ODK, Experience supporting government partners and NGOs, Knowledge of the Burundian context and social protection systems, Strong analytical and reporting skills, Project management, Monitoring and Evaluation, Knowledge Management, Accountability to Affected Populations (AAP), Data Management, Stakeholder engagement
