Job Purpose

The Construction Officer will provide technical support for country office construction activities, including planning, procurement processes, and on-site monitoring. This role collaborates closely with UNICEF's Programme and Operations sections to define construction interventions that align with programmatic needs and contribute to achieving results for children. The position is crucial for ensuring that construction projects effectively support UNICEF's mission in Colombia, addressing the specific needs of vulnerable children and communities affected by conflict, climate change, and lack of access to basic services.

Responsibilities

The Construction Officer is responsible for preparing the annual construction work plan, collaborating with UNICEF's Programme and Operations teams, and coordinating with government counterparts. Key duties include preparing technical designs and documents, supporting the procurement process for construction materials and services, and diligently monitoring construction projects on the ground. This involves ensuring compliance with project requirements, technical specifications, and quality standards. The role requires a demonstrated ability to plan, coordinate, and oversee construction activities for timely and efficient project implementation. Additionally, the officer must possess strong knowledge of quality assurance and control (QA/QC) processes throughout the project lifecycle, and the capacity to review and interpret construction plans and related documentation to ensure successful project outcomes.

Work Experience

A minimum of one year of relevant experience at the national or international level is required. This experience should encompass project monitoring, site supervision, quality assurance, and other directly related technical fields, with a specific emphasis on water, sanitation, and hygiene (WASH) projects in community, school, and institutional settings.
