Job Purpose
The WASH Officer (NO-2), based in Hargeisa, Somalia, reports to the WASH Specialist and provides crucial technical, operational, and administrative support for the implementation of WASH programme activities. This role is central to ensuring access to safe drinking water, sanitation infrastructure, and effective WASH hardware projects. A key focus is strengthening coordination with local authorities and partners to guarantee quality, accountability, and efficient programme delivery across Somaliland. The position involves contributing to programme development through situation analysis and trend monitoring, preparing technical reports, and supporting the entire programme cycle, including documentation and compliance. Undertaking field visits, reporting critical issues, and providing technical guidance to counterparts and stakeholders are also integral to the role, ensuring alignment with UNICEF policies and WASH best practices.
Responsibilities
The WASH Officer is responsible for drafting updates on the WASH situation analysis and sector trends to inform programme development, management, monitoring, and evaluation. This includes preparing accurate, timely, and relevant technical reports and inputs for programme preparation and documentation. The role contributes to the development of WASH outcomes, outputs, and related strategies by analyzing sector needs and priorities. Furthermore, the officer provides essential technical and administrative support throughout the programme cycle, encompassing documentation, programme transactions, and ensuring compliance with organizational processes and systems, including preparing necessary materials for review and approval. Field visits and surveys are conducted to assess progress, share reports with partners and stakeholders, and report critical issues, bottlenecks, and risks to the supervisor for timely action. The officer also offers technical and operational support to government counterparts, NGO partners, UN system partners, and other stakeholders on UNICEF policies, strategies, processes, and WASH best practices to facilitate programme implementation. Additionally, the role involves drafting requisitions for supplies, services, long-term agreements, and partnership agreements to support UNICEF’s WASH emergency preparedness and response commitments, maintaining a strong understanding of UNICEF emergency response procedures and taking on support roles in emergency response and early recovery as required.
Work Experience
At least 2 years of relevant work experience in WASH (Water, Sanitation and Hygiene), Water & Environmental Sanitation, Water supply, sanitation infrastructure, construction management, project management, or humanitarian response.
