Job Purpose
As a Strategic Business Partner and Deputy for the Head of Office, the incumbent will be responsible for leading for results, driving change, and providing risk-informed, solution-focused analysis, advice, and services. This role contributes to programme and management decisions for delivering results for children in all operational contexts. The Deputy Representative, Operations will lead by example, support the Head of Office in managing the office, and act as Officer in Charge in their absence. This position is crucial for ensuring that operations support, including budget, financial management, facilities, administration, supply chain, ICT, and safety and security, are aligned with UNICEF's mission and deliver value for money, especially in complex and humanitarian settings.
Responsibilities
The incumbent will manage services in the functional areas of operations support, including budget, financial management and reporting, facilities management, administration, supply and logistics management, information and communications technology, and safety and security. They will ensure processes are in place to identify, promote, and empower staff potential through career development and succession planning. As a member of the Country and Senior Management Teams, the role involves representing organizational risk, governance systems, and policies, and promoting results-based management. The position requires understanding business needs, anticipating challenges, proposing solutions, and fostering innovation for value for money. Key contributions include supporting CPD, CPMP, and AMP, leveraging technology for results, and supporting country office audit reviews. The role also guides Supply and Logistics strategies, oversees business transactions for efficiency and risk management, supports PSFR operations, and ensures UNICEF offices are fit for purpose in humanitarian contexts, adhering to the Core Commitments for Children in Humanitarian Action. The core focus areas are Valuing People, Valuing Money, Valuing Risk Management, Valuing Systems and Structures, and Valuing Partners.
Work Experience
A minimum of 8 years of progressively responsible professional experience in operations management, financial management, supply chain, or a related field is required. Experience in a developing country context is an asset.
