Job Purpose
The National Consultant will support the National Center for Health Promotion (NCHP) under the Ministry of Health in Cambodia to develop a standardized, competency-based Village Health Support Group (VHSG) Training Package and Curriculum. This initiative is crucial for the effective implementation of the Policy on Community Participation for Health (PCP-H) and its associated Operational Guidelines. The consultancy aims to strengthen the capacities of VHSGs, enabling them to excel as community health promoters, facilitators of community participation, agents of social and behaviour change, community mobilizers, referral and follow-up agents, and contributors to community health monitoring and accountability mechanisms at the village level. The developed package will be technically sound, practical, scalable, and adaptable for both face-to-face and digital learning environments, aligning with national community health priorities.
Responsibilities
The consultant will undertake two primary areas of work. Firstly, they will develop and pilot a competency-based VHSG training package and curriculum, ensuring alignment with the PCP-H Operational Guidelines and national health priorities. This involves reviewing existing policies and materials, designing a modular training package with facilitator and participant materials, practical learning tools, job aids, assessment tools, and refresher training components. The curriculum will incorporate adult learning principles and participatory methodologies. The consultant will also develop a monitoring framework for competency assessment and facilitate stakeholder consultations. Secondly, the consultant will support NCHP in preparing stakeholders for the training package's implementation and scale-up. This includes developing a phased rollout plan and designing and facilitating Training of Trainers (ToT) sessions for provincial and district participants. These sessions will focus on VHSG roles, competencies, supervision, mentoring, community monitoring, and integration into local health systems. The consultant will also provide coaching and mentorship to enhance capacity.
Work Experience
Minimum of 5 years of professional experience in developing training materials, curriculum design, and facilitating training programs, preferably in the health or community development sector. Experience working with government ministries and international organizations is an asset.
