Job Purpose
The UNICEF Belarus Country Office seeks a consultant to provide essential technical support, focusing on enhancing the generation, analysis, management, and utilization of data and evidence pertaining to children and adolescents. This role is crucial for strengthening the evidence base that informs UNICEF's programming and advocacy efforts in Belarus. The consultant will contribute to ensuring that UNICEF's interventions are data-driven and effectively address the needs and rights of children and adolescents in the country. The consultancy aims to improve the quality and accessibility of data, enabling better monitoring of child-related indicators and supporting evidence-based decision-making for improved child well-being outcomes.
Responsibilities
The consultant will be responsible for strengthening the generation, analysis, management, and use of data and evidence related to children and adolescents in Belarus. This includes developing and implementing strategies for data collection, analysis, and reporting. The role involves synthesizing data from multiple sources, including surveys and administrative data systems, to identify trends and inform recommendations. The consultant will prepare various analytical products such as research reports, briefing notes, and knowledge products. They will also contribute to results-based management and corporate reporting processes by providing robust data and analysis. Furthermore, the consultant will support the development of evidence communication products, potentially including infographics and dashboards, to make data more accessible and understandable. Collaboration with internal teams and external partners to ensure effective data utilization and knowledge management will be a key aspect of the role. The consultant will also assist in monitoring progress towards Sustainable Development Goals (SDGs) related to children and adolescents.
Work Experience
A minimum of 5 years of progressively responsible professional experience in monitoring, evaluation, statistics, data analysis, research, knowledge management, information management, programme monitoring, or project management.
Skills
Strong understanding of monitoring, research, data analysis, and evidence generation principles, Knowledge of results-based management and programme monitoring, Familiarity with survey methodologies, administrative data systems, and official statistics, Ability to analyze and synthesize data from multiple sources, Experience in preparing analytical products and research reports, Strong analytical, critical thinking, and organizational skills, Ability to work in a multi-disciplinary team, Experience in data visualization and evidence communication products (desirable), Experience with SDGs, child rights, or adolescent development (desirable)
