Job Purpose

The Health Officer will support the coordination, oversight, and strategic management of the KOICA-funded Improving Maternal and Newborn Health in Papua programme. This role is crucial for ensuring effective programme implementation across all outcomes and geographic areas, facilitating coordination among UNICEF sections, field offices, government counterparts, implementing partners, and KOICA. The incumbent will monitor progress against planned results, identify and address implementation bottlenecks, and ensure timely donor reporting, knowledge management, visibility, and communication. The position serves as the focal point for day-to-day programme management and donor engagement, ensuring the delivery of high-quality results aligned with UNICEF standards, government priorities, and KOICA requirements.

Responsibilities

The Health Officer will be responsible for overseeing programme implementation, monitoring progress across all components, provinces, districts, facilities, and communities to ensure activities align with approved plans, budgets, and timelines. They will support results-based management by maintaining program monitoring systems to track performance, monitor key indicators, and assess implementation quality. The role involves assisting in organizing regular review meetings, implementation monitoring visits, steering committee meetings, and donor consultations. The incumbent will track implementation bottlenecks and delays, facilitate problem-solving among stakeholders, and ensure timely follow-up on agreed actions. Financial oversight includes monitoring expenditure, utilization rates, donor allocations, and budget revisions to ensure efficient resource use. Reporting and accountability involve contributing to high-quality programme reports, donor reports, management updates, and annual reports. Additionally, the Health Officer will provide technical and operational support for programme activities related to health workforce development, maternal and neonatal referral systems, facility strengthening, community engagement, health governance, and health-seeking behaviour interventions. They will support quality assurance processes, monitor implementation quality, and establish systems for knowledge management, documenting lessons learned and best practices. The role also includes coordinating donor missions, external reviews, evaluations, audits, and field visits.

Work Experience

At least two years of professional experience in programme management, health sector programming, or a related area, preferably in a developing country context. Experience with maternal and newborn health programmes is an asset.
