Job Purpose
The primary objective of this consultancy is to provide technical assistance to the Directorate of Immunization, Regional Directorates of Health and Public Hygiene, and districts. This support aims to strengthen the analysis, planning, and monitoring of logistical activities related to routine vaccination, responses to vaccine-preventable disease outbreaks (including polio), and supplementary vaccination campaigns. The consultant will contribute to enhancing the effectiveness and efficiency of vaccine supply chain management, ensuring quality products are managed according to Effective Vaccine Management (EVM) standards, and supporting Niger's efforts to reach zero-dose children and improve vaccination coverage, especially in remote and nomadic populations.
Responsibilities
Under the supervision of the Cold Chain and Logistics Specialist, consultants will support Effective Vaccine Management (EVM) with a focus on transferring skills to Regional/District Immunization Coordinators. Specific tasks include:
- Assisting in the management of regional dry stores.
- Ensuring accurate estimation of vaccine and injection material needs.
- Providing technical assistance for vaccine management, including monitoring stock movements for informed decision-making.
- Supporting the monitoring of vaccine storage and transport temperatures.
- Analyzing current cold chain capacities and developing plans to improve equipment coverage.
- Facilitating skills transfer through mentorship of Regional/District Immunization Coordinators (RICs).
- Contributing to the introduction of new vaccines (typhoid, meningococcal conjugate ACYWX) and supporting synchronized vaccination campaigns for polio eradication and equity acceleration.
Work Experience
A minimum of three years of professional experience in vaccine logistics, supply chain management, or cold chain operations, preferably within a public health or humanitarian context. Experience with UNICEF or other UN agencies is an asset.
