Job Purpose

The Planning and Monitoring Specialist (Reporting) will play a key role in ensuring the quality, effectiveness, and accountability of UNICEF’s child rights-based programmes in Sri Lanka and the Maldives. This position leads and supports programme planning, monitoring, reporting, and grant management processes, applying a results-based management approach to strengthen programme performance and impact. The Specialist will coordinate country programme planning, donor reporting, and compliance with grant requirements, working closely with programme and operations teams to help deliver measurable results for children. The role also involves supporting partnerships and fundraising efforts with National Committees and bilateral donors.

Responsibilities

The Planning and Monitoring Specialist (Reporting) will be responsible for Programme Planning and Design, ensuring alignment with UNICEF's mandate and equity strategy. They will manage grants effectively, ensuring compliance with donor requirements and organizational policies. The Specialist will oversee Programme Results Monitoring, utilizing data to track progress and inform decision-making. A key responsibility is ensuring Compliance with HACT policies and procedures. Oversight of CSO partnership Management will be crucial for effective programme implementation. The role requires applying a Rights-Based and Results-Based Planning Approach to Programming. Additionally, the Specialist will support partnerships and fund raising with NatComs and bilateral donors, contributing to resource mobilization. They will also be involved in Data Evidence Use, Reporting Systems, Coordination and Partnership Management, providing Technical Guidance, Team Coordination, and potentially contributing to Emergency Response efforts.

Work Experience

A minimum of five (5) years of progressively responsible professional experience in Programme Planning, Results-based Management, Programme Performance Monitoring and Reporting, Programme Management, Grant Management, Donor Reporting, Data Analysis, or another relevant area is required. Relevant experience at the national or country-office level, including coordination with government counterparts and development partners, is also required.
