Job Purpose

The consultancy aims to develop a national strategy to strengthen the social service workforce in Burundi. This is in response to a recent analysis highlighting significant structural challenges within the workforce, including the absence of a normative framework, inadequate training and certification, lack of professional standards, insufficient resources, poorly defined roles, and low social worker-to-child ratios. The strategy should focus on interventions to professionalize, structure, and reinforce the social service workforce, formalize the profession, and sustainably strengthen social work in Burundi. The consultant will be responsible for developing this crucial strategic document, ensuring it addresses the identified gaps and provides a clear roadmap for improvement.

Responsibilities

The consultant will be responsible for developing a national strategy to strengthen the social service workforce in Burundi. This involves analyzing the current situation, identifying key challenges and opportunities, and proposing concrete interventions. The strategy should address issues such as normative frameworks, training and certification, professional standards, resource allocation, human resources policies, and workforce ratios. The consultant will need to conduct research, consult with stakeholders, and synthesize information to create a comprehensive and actionable document. This includes preparing and facilitating coordination meetings and technical workshops, and ensuring the strategy is aligned with national priorities and UNICEF's mandate. The consultant must also produce high-quality reports and strategic documents, demonstrating excellent analytical, synthesis, and writing skills, and adhere to the consultancy timeline and deliverables.

Work Experience

Minimum 5 years of experience in social work and/or public service reform. Experience in child protection and/or social protection is required. Proven experience in developing national strategic documents and familiarity with the social protection/child protection context in Burundi are essential.
