Job Purpose
The Evaluation Consultant will support UNICEF ECARO, Country Offices, and government counterparts in assessing the feasibility, designing, managing, and implementing experimental and quasi-experimental evaluations of government interventions. The consultant will strengthen national evaluation capacity on counterfactual evaluation methodologies and provide technical guidance to Country Offices and government counterparts in the design and implementation of high-quality, robust strategic evaluations using quantitative methods. This role is crucial for ensuring the effectiveness and impact of government interventions aimed at improving children's lives and rights.
Responsibilities
Support UNICEF ECARO, Country Offices, and government counterparts in assessing the feasibility of evaluations. Design and manage experimental and quasi-experimental evaluations of government interventions. Implement evaluations, ensuring adherence to methodological rigor and quality standards. Strengthen national evaluation capacity on counterfactual evaluation methodologies through training and guidance. Provide technical guidance to Country Offices and government counterparts in the design and implementation of strategic evaluations. Utilize quantitative methods to ensure robust and high-quality evaluation outcomes. Conduct empirical research using impact evaluation and other quantitative methodologies at national and international levels. Utilize government data to conduct experimental or quasi-experimental evaluations. Employ regression analysis and modeling for policy-making insights. Communicate complex analysis effectively to support national evaluation capacity. Work on government-led evaluations in high income and upper-middle income contexts. Utilize open-source econometric packages such as R for evaluations.
Work Experience
At least 8 years of professional experience in the management and conduct of quantitative evaluations, empirical research using impact evaluation and other quantitative methodologies at national and international level.
