Job Purpose
The purpose of this consultancy is to provide specialized technical assistance to UNICEF, strengthening the public investment agenda for children and adolescents. This will be achieved through developing and updating methodological tools, generating evidence on public financing, enhancing institutional capacities, and offering technical support for advocacy efforts. The ultimate goal is to improve the quality, efficiency, and sustainability of public spending dedicated to fulfilling the rights of children and adolescents, addressing Bolivia's challenges in ensuring adequate, equitable, efficient, and sustainable public investment for their well-being.
Responsibilities
The consultant will be responsible for updating methodological tools to better incorporate child, early childhood, and sexual and reproductive health priorities into municipal planning and budgeting processes. They will generate updated technical evidence on public investment for children and adolescents by updating studies, databases, and budgetary indicators. This includes estimating and analyzing municipal investment in sexual and reproductive health and sexual violence in prioritized municipalities using standardized methodologies. The consultant will also design and implement capacity-building processes for national and subnational actors involved in budget planning and management. Finally, they will provide technical assistance for the coordination, monitoring, and implementation of the strategic public investment agenda for children and adolescents, producing technical inputs to support advocacy and decision-making processes.
Work Experience
At least ten (10) years of experience in developing social studies and analyzing public budgets. Minimum of three (3) years of experience in studies or analyses of public budgets focused on children. Two years of experience in complex research, including budget data analysis and key informant interviews. At least two years of experience providing technical assistance to subnational government entities on public budgets. One year of experience working on climate change, sexual and reproductive rights, and early childhood from a budgetary perspective.
Skills
Knowledge of State institutional structure and decentralization processes, Familiarity with public sector budget management norms and procedures, Understanding of the Pluriannual Budget and General State Budget formulation cycles, Knowledge of medium-term fiscal and budgetary policy formulation, Familiarity with Ministry of Economy and Public Finance guidelines and classifiers, Experience processing and analyzing State budget databases, Demonstrated ability in evidence analysis and technical recommendation formulation, Analytical and technical reasoning for qualitative and quantitative information management
