Job Purpose

The consultant will provide crucial technical support to the National Council for Persons with Disabilities (NCPD) in Rwanda, focusing on strengthening the mainstreaming of disability inclusion within national and local government planning and budgeting processes. This involves enhancing existing planning, budgeting, and monitoring tools, and evaluating the integration of disability considerations into sectoral and district-level plans. The role aims to promote a more systematic incorporation of disability into government priorities and resource allocation decisions, ensuring that the needs of persons with disabilities are adequately addressed in policy and financial frameworks. The consultant will play a key role in fostering a more inclusive and equitable approach to governance and service delivery.

Responsibilities

The consultant will work closely with key government entities including NCPD, MINALOC, and MINECOFIN, as well as other stakeholders, to support capacity development initiatives, facilitate planning consultations, and ensure quality assurance for disability inclusion in government planning and budgeting cycles. This includes strengthening institutional commitment and accountability for disability inclusion through coordination and advocacy efforts. Additionally, the consultant will contribute to analytical and system-strengthening projects. These assignments include mapping disability indicators across government information systems, assessing their use and interoperability; conducting participatory capacity assessments of the national workforce providing disability services and developing capacity development plans; supporting the development of institutional and operational guidelines for disability management information systems and referral mechanisms; and conducting analytical work on the costing of disability support services. These activities are designed to build a stronger evidence base and robust systems for advancing disability-inclusive governance and service delivery in Rwanda.

Work Experience

A minimum of 5 years of experience in disability inclusion, government planning and budgeting systems, public financial management, monitoring and evaluation, capacity building for public institutions, and multi-stakeholder coordination in decentralized governance contexts.
