Job Purpose
The consultant will support the Social Policy Officer (PF4C) in UNICEF Mozambique, collaborating with programme sections, the Centre of Excellence (CoE), and external partners. The primary objective is to conduct in-depth analysis of public finance management (PFM) related to social protection, nutrition, and early childhood development (ECD). This includes streamlining budget analysis using AI tools, preparing budget briefs and memos, and developing a database for future ECD budget briefs. The role also involves contributing to resource mobilization by supporting funding proposals and donor engagement, and developing a roadmap for engagement with the Government of Mozambique for the Global Early Years Finance Summit 2027. Additionally, the consultant will map and develop a workflow framework for PF4C engagement with programme sections to define technical support and coordination mechanisms under the new CPD.
Responsibilities
The consultant will undertake analytical work on Public Finance Management (PFM), engaging with the CoE to utilize AI budget analysis tools for the Mozambique Country Office. Key tasks include preparing the 2026 Social Protection Budget Brief, analyzing social protection financing trends, budget allocations, expenditure execution, and programme coverage. The consultant will also prepare the 2027 Budget Memo, analyzing the macro-fiscal context, government budget priorities, and their implications for children and social sectors. A crucial responsibility is developing and maintaining a budget database to support future ECD Budget Briefs, drawing on existing review findings. Furthermore, a Nutrition Budget Brief will be prepared, along with a simplified expenditure-tracking matrix for monitoring nutrition-related spending. In resource mobilization, the consultant will support funding proposal preparation, provide analytical inputs, and conduct strategic mapping for fundraising and donor engagement. A roadmap for UNICEF Mozambique's engagement with the government for the 2027 Global Early Years Finance Summit will be developed. Finally, the consultant will map and develop a workflow framework for PF4C engagement with programme sections, defining technical support offers and coordination mechanisms for support requests under the new CPD.
Work Experience
Requires a Bachelor's degree in economics, Finance, Public Finance, Management, Public Policy, or a related field. Must have proven experience in preparing analytical reports and policy briefs. Demonstrated experience in resource mobilization, including drafting funding proposals and donor engagement, is essential. Familiarity with social protection, nutrition, or ECD financing is an asset. Experience with UNICEF or in low-income countries, particularly Sub-Saharan Africa, is desirable.
