Job Purpose

The Deputy Representative reports to the Country Representative, serving as the principal advisor on the overall management of the Country Office (CO), including the development of CO policies and strategies. Under delegated authority, the role is responsible for coordinating and managing all phases of the CO Programme, from formulation to the delivery of results, ensuring alignment with UNICEF’s Strategic Plans, performance standards, accountability framework, ethics, and integrity. The Deputy Representative supports the Representative in leading and leveraging partnerships with public and private sectors to achieve results and uphold children's rights. In protracted humanitarian settings, the Deputy Representative is accountable for the timely, efficient, and principled delivery of humanitarian programmes in accordance with UNICEF's global policy and framework for humanitarian action.

Responsibilities

The Deputy Representative's responsibilities encompass several key areas. In CO Programme Planning and Development, they support the Representative in managing the Country Office, including monitoring and quality control of programmes. They are involved in Representation, Alliance Building, and UN System Coordination, as well as Private Sector Engagement and Partnerships. Furthermore, the role contributes to Innovation, Knowledge Management, and Capacity Building. A critical aspect is ensuring the Security of Personnel, Programmes, and Organizational Assets. The Deputy Representative also plays a crucial role in the formulation and delivery of humanitarian programmes in complex emergencies, ensuring adherence to global policies and standards. This includes managing resources, coordinating with partners, and reporting on progress and challenges. The position requires strategic thinking, strong leadership, and the ability to navigate complex environments to achieve results for children.

Work Experience

A minimum of ten years of professional development experience, including technical and managerial leadership in international development cooperation, with some experience in developing countries, is required. Experience within any UN system agency or organization is an asset. Experience in humanitarian settings is strongly desired.
