Job Purpose

The Health Specialist (Emergency) reports to the Chief of Health, providing crucial support in managing the health section and leading the implementation, monitoring, evaluation, and reporting of health programs, particularly those focused on Health in Emergencies. This role is vital for ensuring the achievement of concrete and sustainable results in line with UNICEF's strategic plans and goals. The specialist offers technical guidance and operational support throughout the programming process, utilizing results-based management approaches to drive progress. Key areas of focus include program development and planning, management and delivery of results, advisory services, advocacy, partnership building, innovation, knowledge management, and capacity building to advance the health and well-being of children in emergency contexts.

Responsibilities

The Health Specialist (Emergency) is responsible for supporting the Chief of Health in the overall management of the health section and spearheading the implementation of health programs, with a specific emphasis on Health in Emergencies. This includes leading the planning, execution, monitoring, evaluation, and reporting of all health-related activities within the country program. The role requires providing expert technical guidance and operational support to facilitate the achievement of measurable and sustainable results, aligning with UNICEF's strategic objectives, results-based management (RBM) principles, and performance standards. Key responsibilities encompass developing and planning health programs, managing their delivery to achieve desired outcomes, offering advisory services and technical support to stakeholders, engaging in advocacy efforts, and building strong partnerships with relevant organizations. Furthermore, the specialist will drive innovation, manage knowledge effectively, and build capacity among partners and staff to enhance the effectiveness and sustainability of health interventions in emergency settings.

Work Experience

A minimum of eight years of professional experience in public health planning/management, maternal and neonatal health care, or health emergency/humanitarian preparedness. Relevant experience in a humanitarian situation is required.
