Job Purpose
The consultancy aims to produce analytical, policy, knowledge, and technical outputs focused on gender-responsive social protection and care/support systems. This will support the Inclusive Social Protection thematic area within the Economic and Social Policy Global Practice (ESP GP) and collaborate with UNICEF Innocenti. The role requires expertise in synthesizing evidence into actionable guidance, facilitating multi-stakeholder processes, and delivering outputs that advance UNICEF's engagement on these critical issues. The consultant will work independently across various deliverables, engaging substantively with governments, UN agencies, civil society, and research institutions to advance gender equality and child well-being through robust social protection frameworks.
Responsibilities
The consultant will contribute to developing evidence-based capacity building, policy dialogue, and program delivery on gender-responsive social protection in priority countries and regions. They will synthesize cross-country programmatic evidence on social accountability and civil society engagement in social protection and adolescent girl programming, translating findings into policy-relevant guidance for country offices and global audiences. Additionally, the consultant will develop technical and advocacy products on care and support systems, including country-level guidance and policy briefs, supporting UNICEF's engagement with the global Year of Care 2028 agenda. They will provide substantive technical input to thematic interagency and global platforms, such as the UNICEF Global Technical Team on Family-Friendly Policies and Care. Finally, the consultant will support knowledge dissemination and communications for the Transfer Project, ensuring effective communication of evidence on cash transfers and gender-responsive program design to policy and practitioner audiences.
Work Experience
Minimum of 4-5 years of relevant expertise in gender-responsive social protection and care/support systems, including exposure to disability-inclusive and child-sensitive social protection. Demonstrated experience in policy analysis, capacity building, global advocacy, partnerships, and civil society engagement in low- and middle-income countries is required.
