Job Purpose
This consultancy aims to enhance the compilation and disaggregation of Sustainable Development Goal (SDG) indicators in Viet Nam by supporting the review and standardization of key household survey questionnaires. Household surveys like VHLSS, LFS, and PFP are crucial for monitoring progress on SDGs, especially for vulnerable groups. However, current questionnaires may not consistently collect standardized, comprehensive, and internationally comparable data needed for detailed disaggregation by age, sex, disability, ethnicity, socioeconomic status, and location. This role will collaborate with the National Statistics Office (NSO) to improve the relevance, comparability, and usability of these survey instruments, ensuring alignment with international statistical standards and recommendations, thereby strengthening evidence-based policymaking for children, women, and vulnerable populations.
Responsibilities
The consultant will undertake a comprehensive review and standardization of selected household survey questionnaires (VHLSS, LFS, PFP) in close collaboration with the NSO of Viet Nam and under UNICEF supervision. This involves a desk review to map existing questionnaires against SDG data requirements, identifying gaps, inconsistencies, and areas for improvement in question wording, response categories, and reference periods. The consultant will assess the adequacy of data collected for disaggregation by key characteristics such as age, sex, disability status, ethnicity, location, and socioeconomic status. Furthermore, the consultant will conduct a technical review of questionnaire design, ensuring alignment with international statistical standards and recommendations, including SDG metadata guidance. This includes evaluating the completeness, standardization, and international comparability of modules and variables, and assessing the feasibility of implementation. The consultant will also review individual-level, household-level, and contextual variables to ensure their adequacy for SDG monitoring and equity analysis, contributing to the overall improvement of national statistical systems for child-focused development.
Work Experience
At least five years of professional experience in statistical data collection, analysis, and survey methodology, with a focus on household surveys. Experience in SDG indicator compilation and disaggregation is highly desirable. Familiarity with Vietnamese national statistics and survey systems is an asset.
