Job Purpose

The consultant will support UNICEF's Global Programme Division, Health-Immunization section, by providing expertise on immunization investments and new technologies. As funding for health shrinks and country budgets for immunization supply chains are cut, it is crucial to demonstrate the impact of vaccine availability and effective cold chains on overall health and economic goals. This role involves linking evidence of vaccine availability and cold chain effectiveness to reducing the zero-dose burden, increasing coverage, improving health outcomes, and contributing to economic development. The consultant will also help governments navigate decisions regarding investments in new technologies for supply chains, considering cost-effectiveness and context-specific needs, by developing a decision framework.

Responsibilities

The consultant will analyze the current landscape of immunization supply chains, focusing on funding challenges and the impact of vaccine availability and cold chain infrastructure on health and economic outcomes. They will develop evidence-based arguments and communication materials to advocate for sustained investments in immunization supply chains. A key responsibility will be to research and evaluate various new technologies relevant to immunization programs, assessing their cost-effectiveness, scalability, and suitability for different contexts. The consultant will design and create a decision-making framework to guide governments and UNICEF country offices in selecting and investing in appropriate technologies. This will involve consulting with stakeholders, including national governments, UNICEF country teams, and other partners, to gather input and ensure the framework is practical and relevant. Additionally, the consultant will contribute to reports, presentations, and other knowledge products related to immunization supply chain strengthening and technology adoption, and provide technical support to country offices as needed.

Work Experience

Minimum of 10 years of relevant professional experience in immunization supply chain, vaccine logistics, cold chain management, or public health systems strengthening. Experience in the development environment with good working knowledge of the UN is preferred.

WHO PQS for cold chain equipment knowledge, Understanding of VIPS, INFUSE, and innovation portfolios, Vaccine and Cold Chain Management (VCCM) systems expertise, Familiarity with Gavi-supported immunization supply chain systems, Experience with stock reporting systems and digital data platforms, Strong analytical skills, Strong reporting skills, Strong coordination skills, Ability to work independently remotely, Ability to manage multiple assignments, Prior experience supporting Gavi-supported programs, Prior experience supporting UNICEF health initiatives
