Job Purpose
The consultancy aims to provide temporary and specialized support to UNICEF DRC during the critical project start-up phase. This support is crucial for reviewing, consolidating, and/or developing the technical documentation required for tenders, bid analysis, and the contracting of WASH works in targeted schools. The mission is designed to ensure that technical files, plans, specifications, bills of quantities, cost estimates, technical evaluation criteria, and environmental and social safeguard requirements are complete, coherent, realistic, and compliant with applicable standards, PAAF requirements, UNICEF procedures, and World Bank requirements. This role is essential for the successful initiation and implementation of WASH infrastructure projects within the PAAF framework.
Responsibilities
The consultant will be responsible for reviewing and consolidating existing technical documentation for WASH infrastructure projects, ensuring it meets all specified requirements. This includes developing new technical files, plans, specifications, bills of quantities, and cost estimates where necessary. The consultant will also be tasked with defining technical evaluation criteria for bids and ensuring that environmental and social safeguard requirements are integrated into all project documentation and contractual agreements. A key responsibility will be to verify the completeness, coherence, and realism of all technical documents, ensuring compliance with national standards, UNICEF procedures, and World Bank guidelines. The consultant will support the tender process by providing clear and accurate technical documentation, assisting in the analysis of submitted bids from a technical perspective, and contributing to the contractualization of selected contractors. This role requires close collaboration with project teams and stakeholders to ensure timely delivery of high-quality technical outputs.
Work Experience
A minimum of 7 years of general experience in civil engineering, construction, and/or hydraulic engineering. At least 3 years of specific experience in the design, technical review, planning, or supervision of WASH infrastructure, particularly in school or community settings.
