Job Purpose
The consultant will provide technical assistance to the Directorate General of Budget and Finance (DGBF) in Togo to strengthen child-sensitive public finance management. This role involves supporting social sector ministries in improving the quality of their budget programs and actions, aligning sectoral priorities with budget allocations, and enhancing the tracking and analysis of public spending for children and early childhood development. The objective is to improve the effectiveness of public spending in social sectors, ensuring better outcomes for children and contributing to the achievement of sustainable development goals.
Responsibilities
The consultant will support identified basic social ministries to enhance the quality of their budget programs and associated actions. This includes assisting ministries in programming and budgeting that is sensitive to children's needs and in developing their multi-year expenditure programming (DPPD) documents for 2027-2029. A key responsibility is to continue the tagging of social expenditures by categorizing overall expenditures, direct and indirect expenditures benefiting children, and those favorable to early childhood. Furthermore, the consultant will assist ministries in analyzing bottlenecks related to public finance management within the social ministries. These activities are crucial for improving budget execution, achieving performance objectives, and ensuring the efficient use of public funds for the benefit of children.
Work Experience
A minimum of 5 years of relevant professional experience in public finance management, budget analysis, or public policy, with a focus on social sectors and child-sensitive budgeting. Experience in West African countries is an asset.
