Job Purpose
Under the supervision of the Education Section of UNICEF Algeria, and in close coordination with the Ministry of National Education (MEN), the National Office of Statistics (ONS), national SDG monitoring actors, and a national IT/EMIS/AI consultant, the international ODD 4 consultant will provide the conceptual, statistical, methodological, and functional expertise necessary for the production of a core set of ODD 4 indicators directly usable in the pilot BI. This role is crucial for strengthening national capacities in monitoring SDG 4 and ensuring data-driven policy-making. The consultant will contribute to the development of a robust data ecosystem for education statistics, aligning with international standards and national priorities. The objective is to enhance the Ministry's ability to track progress towards SDG 4 targets and inform strategic interventions.
Responsibilities
The international ODD 4 consultant will be responsible for providing expert guidance on the conceptualization, development, and validation of ODD 4 indicators. This includes defining data requirements, establishing data collection protocols, and ensuring data quality. The consultant will work closely with national counterparts to build their capacity in statistical analysis, indicator development, and the use of data for policy and planning. Key tasks involve supporting the integration of these indicators into the pilot Business Intelligence (BI) system, including defining BI specifications and developing user acceptance testing scenarios. Furthermore, the consultant will facilitate multi-institutional training sessions and workshops to ensure effective knowledge transfer and adoption of new methodologies. The role also entails providing technical support for data management, metadata management, and institutional capacity building related to education statistics and SDG 4 monitoring. Collaboration with international partners and experience with education ministries and national statistical offices will be leveraged to ensure best practices are applied.
Work Experience
A minimum of 8 years of relevant experience in SDG 4, education statistics, Education Management Information Systems (EMIS), indicators, metadata, data quality, institutional support, and capacity building.
