Job Purpose
The Chief, Admin and Finance reports to the Deputy Representative, Operations (DRO) and is responsible for supporting the DRO in managing, monitoring, and overseeing a comprehensive range of financial and administrative services. This includes financial planning, disbursements, treasury, accounting, financial analysis, reporting, transport, travel, and premises management, ensuring strict compliance with organizational plans, policies, procedures, guidelines, standards of performance, ethics, and integrity. The role involves providing managerial leadership and policy guidance for effective service management and staff capacity development within a large country office with thirteen field offices. The Chief ensures efficient and cost-effective administrative and financial operations to support office activities and country programs, focusing on upstream engagement through systems strengthening, strategic partnerships, governance, and advancing UNICEF's 3Cs for Every Child approach to achieve sustainable improvements in administrative and financial management outcomes at scale.
Responsibilities
The Chief, Admin and Finance is accountable for the provision of managerial leadership and policy guidance for effective service management and staff capacity development. This includes managing staff to ensure cost-effective, quality, and efficient administrative and financial operations supporting office operations and country programs. When supervising support staff, the Chief plans and guides work in progress, reviews completed work for accuracy and compliance with Internal Public Sector Accounting Standards (IPSAS), UNICEF Financial Regulations and Rules, policies, procedures, guidelines, and standards of accountability and ethics. Key responsibilities include administering and controlling budget preparation and implementation for administrative management and services, providing administrative support and services, managing property, and overseeing contract arrangements and control. The role also involves partnership, coordination, and collaboration, supporting financial planning and management, controlling accounts, managing treasury and cash, and contributing to knowledge and capacity building. The incumbent may be assigned primary, shared, or contributory accountabilities for these areas within delegated authority.
