Job Purpose
The primary objective of this national consultancy is to establish an initial local artificial intelligence (AI) capability within the Ministry of National Education (MEN). This involves initiating the foundational elements of the Education Management Information System (EMIS) and ensuring the operational readiness of this new AI capacity. The consultant will play a crucial role in bridging the gap between current systems and future technological advancements, focusing on practical implementation and knowledge transfer to build sustainable local expertise. This initiative aims to enhance the Ministry's data management and analytical capabilities, ultimately supporting better decision-making for education policies and programs.
Responsibilities
The consultant will be responsible for operationalizing a local artificial intelligence (AI) capacity within the Ministry of National Education (MEN). This includes initiating and prioritizing the foundational components of the Education Management Information System (EMIS). Key tasks involve the technical setup, configuration, and deployment of AI tools and platforms relevant to educational data. The consultant will also focus on the integration of these AI capabilities with existing or planned EMIS infrastructure, ensuring data flow and compatibility. A significant part of the role will be the transfer of technical knowledge and skills to MEN staff, enabling them to manage and maintain the AI capacity independently. This includes developing training materials, conducting workshops, and providing hands-on guidance. The consultant will also be expected to document the entire process, including system architecture, implementation steps, and operational procedures, ensuring a robust knowledge base for future reference and development. Collaboration with public sector teams and stakeholders will be essential to ensure the successful adoption and sustainability of the implemented solutions.
Work Experience
A minimum of 8 years of relevant experience, with demonstrated expertise in public sector Information Systems/EMIS, data architecture, master data management (MDM), integration/ETL, Business Intelligence (BI), local AI, and technical transfer.
