Job Purpose
The National Digital Learning Consultant will support the education section in Nigeria by coordinating and implementing digital learning programs. This role involves internal and external coordination of digital learning initiatives, ensuring alignment with global and national strategies. The consultant will manage grant projects with digital learning components, including workplan development, budget monitoring, and progress tracking. A key responsibility is supporting the Federal Ministry of Education (FME) in reviewing and updating digital teaching and learning content for the National Learning Platform (NLP), ensuring alignment with the national curriculum and coordinating content validation. The consultant will also define specifications for devices for NLP deployment and work with supply teams for procurement, delivery, and installation.
Responsibilities
The consultant will undertake several key tasks to advance digital learning in Nigeria. This includes participating in and contributing to digital learning coordination meetings at global and national levels to ensure alignment with strategies and priorities. The role involves supporting the education section in implementing and monitoring grant projects with digital learning components, developing costed workplans, guiding Field Offices, monitoring progress and budget execution, and adjusting workplans to achieve results. The consultant will support the FME in reviewing and updating digital teaching and learning content for the NLP, aligning it with the new national curriculum and coordinating validation. They will also define device specifications for NLP deployment and work with supply teams for procurement and installation. Furthermore, the consultant will collaborate with HQ and FME ICT teams to identify and plan for new NLP functions, such as AI-supported teaching tools. They will coordinate the launch of NLP in additional states, train digital learning teams, and develop state-level implementation plans, conducting regular monitoring and reporting on NLP usage. The role also includes exploring and engaging private sector partnerships for digital learning initiatives and coordinating communication, advocacy, and stakeholder engagement activities. Finally, the consultant will develop and implement a plan to handover NLP management to the FME ICT department, including capacity building for government staff, and coordinate UPSHIFT initiatives.
Work Experience
A minimum of 8 years of experience in designing and coordinating large-scale digital learning projects. A minimum of 5 years of experience supporting digital and blended learning through content improvement, device procurement, platform management, and training. Experience supporting the FME and State Governments in Nigeria with NLP design, deployment, and monitoring is also required.
