Job Purpose

The Lead Consultant will play a crucial role in strengthening financial management systems for Ministries of Health and Primary Health Care Development Agencies (PHCDAs) across three EU SARAH states and six GAVI HSS3 states. This position involves working closely with the IPM specialist, financial management team, and health programme team to enhance financial stewardship, accountability, and resource utilization. The consultant will focus on improving asset management, institutionalizing financial management reforms through stakeholder engagement, and building the capacity of accounting teams. A key aspect will be leading financial planning and budgeting processes for 2027, ensuring effective resource allocation and improved financial practices. The role also includes developing knowledge management systems to share best practices and lessons learned in financial management within the health sector.

Responsibilities

The Lead Consultant will be responsible for strengthening asset management by overseeing asset registration, verification, tagging, and accountability support within the targeted state health institutions. A significant part of the role involves facilitating stakeholder engagement to ensure the institutionalization of financial management reforms at both State Ministries of Health and PHCDAs. The consultant will design and deliver Training of Trainers (ToT) programs to equip personnel with the skills to effectively use accounting software across finance units. Furthermore, the consultant will lead the 2027 financial planning and budgeting processes, aiming to enhance financial stewardship and optimize resource utilization within State PHCDAs. Capacity building will be a core function, involving training, mentoring, and providing technical support to selected partners to improve their financial management practices. This includes enhancing processes and providing targeted capacity building for State and LGA PHCDA accounting teams. Finally, the consultant will develop and implement knowledge management systems to capture, document, and disseminate financial management best practices and lessons learned.

Work Experience

Requires a minimum of 7-10 years of progressive experience in financial management, accounting, financial controls, and partnership management. Demonstrated experience supporting donor-funded health programs (GAVI, EU, Global Fund, World Bank, etc.) is essential. Experience working with government institutions and sub-national entities, such as State Primary Health Care Development Agencies, is advantageous.
