Job Purpose
This role provides crucial technical, operational, and field-level support for the implementation, monitoring, and supervision of urban WASH recovery interventions in earthquake-affected areas of Venezuela. The WASH Officer will contribute to the rehabilitation and restoration of essential water supply, sanitation, and hygiene services by conducting regular field monitoring, coordinating with government counterparts, service providers, contractors, and implementing partners. The position is key to ensuring the quality, timeliness, and compliance of infrastructure interventions, including community water systems, health facilities, and schools, in collaboration with the Ministry of Water and other relevant authorities. The role supports the transition from emergency assistance towards recovery and the restoration of basic services, ensuring timely completion and operationalization of services for affected populations.
Responsibilities
The WASH Officer will be responsible for programme development and planning by drafting updates and researching sector trends for WASH situation analyses to inform outcome and output results. This includes preparing accurate technical documentation, analyzing sector needs, and providing administrative and transactional support across programming stages to facilitate review, approval, and strategic decision-making. In programme management, monitoring, and delivery of results, the incumbent will monitor WASH infrastructure activities, update tracking tools, and progress reports, verifying targets for rehabilitated water systems, schools, and health facilities, and validating beneficiaries reached. They will assist in preparing donor reports, visibility materials, and sectoral updates, while collaborating with partners to resolve implementation issues and document lessons learned. For technical and operational support, the officer will support technical assessments and regular field monitoring of damaged WASH systems in communities, schools, and health facilities. They will coordinate with government counterparts, including MINAGUAS, to verify quality, compliance, and functionality, integrate resilience measures into rehabilitated infrastructure, resolve operational bottlenecks, and provide technical guidance to stakeholders to ensure sustainable service handover. In humanitarian WASH preparedness and response, the officer will draft requisitions for supplies, services, and partnership agreements to maintain UNICEF's emergency preparedness in WASH, thoroughly understanding emergency procedures to actively take on support roles.
Work Experience
A minimum of two years of professional experience in WASH (Water, Sanitation, and Hygiene) programming, with a focus on infrastructure rehabilitation and community engagement, is required. Experience in emergency response or humanitarian contexts is an asset.
