Job Purpose
The consultant will provide strategic advisory, policy guidance, technical leadership, and high-level coordination support to the Minister and senior management of the Ministry of Women and Social Affairs (MoWSA). The primary objective is to strengthen the conceptualization, design, and implementation of the national social and child protection system. This includes developing its regulatory, political, economic, systemic, financial, and integration framework. The ultimate goal is to enhance the effectiveness, coherence, integration, rights-basis, and coordination of interventions at both national and regional levels, ensuring improved outcomes for children and vulnerable populations.
Responsibilities
Provide strategic advisory and policy guidance to the Minister and senior management of the Ministry of Women and Social Affairs (MoWSA) in the office of the minister. Offer technical leadership in the development and refinement of the national social and child protection system. Facilitate high-level coordination support among various stakeholders involved in social and child protection. Strengthen the conceptualization and design of policies and programs related to social and child protection. Support the effective implementation of the national social and child protection system, including its regulatory, political, economic, systemic, financial, and integration framework. Enhance the effectiveness and coherence of social protection interventions. Promote the integration of services and programs across different sectors. Ensure interventions are rights-based and aligned with international standards. Improve coordination of interventions at national and regional levels. Contribute to the overall improvement of social and child protection outcomes for children and vulnerable populations.
Work Experience
Minimum of 12 years of progressive experience in managing social protection interventions in the public sector. Demonstrated expertise in navigating political economies and presenting rights-based agendas in diplomatic contexts. Relevant experience in negotiating policy processes and high-level engagements on national and international platforms.
