Job Purpose
The purpose of this consultancy is to support the revision of Niger's National Nutrition Security Policy (PNSN) and its action plan, integrating the triple nexus approach (Humanitarian-Development-Peace). This role will address the high prevalence of malnutrition and recurrent crises in Niger by strengthening governance, coordination, accountability, financing, and monitoring mechanisms. The consultant will also focus on the first 2,000 days of life and ensure continuity of interventions, aligning with government priorities and UNICEF's support for realizing child rights.
Responsibilities
The consultant will lead the comprehensive revision of the National Nutrition Security Policy (PNSN) and its associated action plan for Niger. This involves analyzing current challenges, including high rates of acute and chronic malnutrition exacerbated by climate, security, and economic crises. The consultant will propose structural recommendations for the new policy phase, focusing on adapting the governance framework for multisectoral coordination, enhancing accountability mechanisms, and improving monitoring and evaluation systems. A key responsibility will be to develop a strategy for financing and resource mobilization. The consultant will also ensure better articulation between humanitarian, development, and peace interventions, adopting an integrated triple nexus approach to build population resilience and ensure the sustainability of nutrition programs. This includes clarifying governance, coordination, and accountability mechanisms at national and regional levels, and incorporating the first 2,000 days approach for maternal and child nutrition continuity.
Work Experience
A minimum of 10 years of experience in multisectoral nutrition. Proven experience in policy development and working in fragile contexts is required. Experience in Africa/Sahel is highly desirable.
