Organizational Context

Madagascar faces a significant human capital deficit, exacerbated by gender inequality, with 70% of the population living in extreme poverty. While a demographic dividend opportunity exists, it remains underutilized due to insufficient investment in adolescent human capital. The government's focus on youth human capital presents a favorable political context for targeted interventions.

Job Purpose

The consultant will support the institutional strengthening and facilitation of a macroeconomic study focused on adolescent girls in Madagascar. This role is crucial for understanding and addressing the structural deficit in human capital, particularly for adolescent girls, which is worsened by gender inequalities. The study aims to identify the economic costs associated with deprivations faced by adolescent girls and to inform policy recommendations for increased investment in their human capital. The consultant's expertise will be vital in navigating the complexities of the Malagasy context, including poverty, educational disparities, sexual and reproductive health challenges, and gender-based violence, to ensure the study's findings are robust and actionable for national development strategies.

Responsibilities

The consultant will be responsible for providing institutional support and facilitation for the macroeconomic study on adolescent girls. This includes assisting in the design and implementation of the study's methodology, ensuring alignment with national development priorities and UNICEF's strategic objectives. The consultant will facilitate stakeholder consultations, workshops, and meetings, bringing together government ministries, civil society organizations, and other relevant partners to gather insights and foster collaboration. They will contribute to the analysis of data, identifying key economic drivers and consequences of deprivations faced by adolescent girls, such as school dropout, early pregnancy, and gender-based violence. The consultant will also support the drafting of study reports, policy briefs, and other communication materials, ensuring clarity, accuracy, and accessibility for diverse audiences. Furthermore, they will help in identifying institutional gaps and recommending strategies for strengthening national capacities to address the challenges faced by adolescent girls, thereby contributing to the overall goal of enhancing human capital and promoting gender equality in Madagascar.

Work Experience

A minimum of 5 years of professional experience in economic analysis, development research, or program support, preferably in a developing country context. Experience in gender analysis, adolescent development, or public health is a strong asset. Proven experience in facilitation and stakeholder engagement is required.
