Job Purpose
This national consultancy aims to provide specialized technical and IT systems support for a comprehensive assessment of the conditions required to establish interoperability between administrative data systems and registries across key sectors in Montenegro. These sectors include education, employment, social welfare, child protection, and health. The assessment will focus on defining the legal, institutional, technical, and procedural requirements for secure, rights-based, and sustainable data interoperability. The ultimate goal is to enhance the identification and tracking of vulnerable youth and children, strengthen early detection and response mechanisms for violence against children, and improve monitoring and tailored support for children with disabilities and other at-risk groups.
Responsibilities
The National Technical Consultant will conduct a technical and IT systems assessment to define the conditions for interoperability between administrative data systems and registries in Montenegro. This involves analyzing legal, institutional, technical, and procedural aspects for priority child- and youth-centred use cases, such as identifying NEET youth, preventing school dropout, responding to violence against children, and supporting children with disabilities. The consultant will map information systems, analyze data flows, evaluate technical exchange mechanisms, assess data quality, and examine identifiers, access control, authentication, authorization, logging, audit trails, and encryption. The consultant will ensure the proposed interoperability model is technically feasible, secure, and aligned with Montenegro’s digital government infrastructure, focusing on the engineering and systems side. The consultant will not access identifiable child-level data, working instead with system metadata, legal documentation, and anonymized examples. Consultations with relevant institutions, including the Ministry of Education, Science and Innovation, will be integral to the assignment.
Work Experience
A minimum of 5 years of professional experience in IT systems analysis, technical architecture, data management, or a related field. Experience with interoperability frameworks, data governance, and public sector IT systems is highly desirable.
