Individual National Consultant: Gender Responsive and Disability Inclusive Humanitarian Cash Transfer Consultant, Viet Nam

Job Purpose

This consultancy aims to assess the integration of gender equality and disability inclusion in humanitarian cash transfer (HCT) programs in Viet Nam. The goal is to generate evidence-based recommendations and practical guidance to enhance future HCT deployments by UNICEF, partners, and government counterparts. The assignment will also explore linking HCT with shock-responsive social protection and other social programs to improve preparedness, response, and recovery for vulnerable households with children. This is crucial given Viet Nam's exposure to climate-related shocks and the need to strengthen shock-responsive social protection systems.

Responsibilities

The consultant will review the integration of gender equality and disability inclusion in HCT program design, targeting, delivery, communication, accountability, monitoring, and evaluation. They will analyze gender- and disability-related factors affecting access, participation, and benefits for diverse population groups, including persons with disabilities and vulnerable households. The assessment will examine whether HCT interventions address distinct needs and priorities while minimizing exclusion and negative consequences. Furthermore, the consultant will evaluate the accessibility, safety, and inclusivity of key implementation processes such as registration, verification, payment delivery, and feedback mechanisms. Finally, the consultant will document good practices, lessons learned, gaps, and opportunities to inform future programming and policy development.

Work Experience

At least five years of professional experience in humanitarian cash transfers, social protection, gender equality, disability inclusion, or related fields. Experience in Viet Nam or similar contexts is desirable. Proven experience in research, analysis, and report writing.
