Job Purpose
The consultancy will support the design and rollout of rapid skills needs assessments (RSNAs) at global, regional, and country levels to generate labour market evidence for planning and prioritization. It will use these insights to support PROSPECTS countries in developing or refining national skills strategies aligned with education system reforms and financing opportunities. This will, in turn, strengthen programme delivery across lower and upper secondary education through competency-based curricula, youth skills programmes, and community-based training for out-of-school and vulnerable populations. The consultant will play a key role in ensuring that skills development initiatives are evidence-based, contextually relevant, and contribute to improved learning outcomes and future employment prospects for young people.
Responsibilities
Support the design and rollout of rapid skills needs assessments (RSNAs) at global, regional, and country levels to generate labour market evidence for planning and prioritization. Utilize insights from RSNAs to assist PROSPECTS countries in developing or refining national skills strategies that align with education system reforms and financing opportunities. Strengthen programme delivery across lower and upper secondary education by contributing to competency-based curricula, youth skills programmes, and community-based training for out-of-school and vulnerable populations. Collaborate with governments, development partners, and private sector actors on skills ecosystems, school-to-work transitions, and TVET reform. Provide technical expertise and guidance on skills development strategies and implementation. Ensure that all activities are aligned with UNICEF's mandate and the PROSPECTS programme objectives. Contribute to knowledge management and sharing of best practices in skills development.
Work Experience
A minimum of 8 years of professional experience in education systems strengthening, with a strong focus on TVET, skills development, and secondary education. Experience working with governments, development partners, and private sector actors on skills ecosystems, school-to-work transitions, or TVET reform.
