Job Purpose

Under the supervision of the WASH Specialist P3 in Kananga, the WASH Construction Officer provides technical support for the implementation, close monitoring, quality control, administration, and reporting of WASH construction activities. The incumbent contributes to ensuring that infrastructures built under the PAAF and other UNICEF WASH interventions comply with plans, technical specifications, UNICEF/PAAF standards, environmental and social requirements, contractual deadlines, safety regulations, and service sustainability objectives. This role is crucial for delivering essential WASH facilities that improve the health and well-being of children and communities.

Responsibilities

The WASH Construction Officer is responsible for the technical planning and coordination of WASH projects, including reviewing technical studies, plans, and execution documents. They will manage tenders and evaluate service providers, ensuring efficient procurement processes. A key part of the role involves supervising and controlling the quality of construction works, monitoring the performance of construction companies and design offices, and administering contracts, including validating payments. The officer will also oversee budget, financial, and programmatic tracking, manage risks and non-conformities, and ensure compliance with Environmental, Social, Health, and Safety (ESHS) standards, as well as safeguarding requirements (PSEA/VBG). Technical reporting and dashboard management are essential, alongside coordination with institutional partners and donors. The role includes the technical reception, transfer, and closure of constructed facilities, capacity building, community mobilization, and documentary and contractual archiving. Finally, the officer will analyze data, monitor indicators, and provide decision-making support for WASH construction initiatives.

Work Experience

At least two years of relevant professional experience in the design, supervision, quality control, or administration of construction works, preferably in WASH. Demonstrated experience in monitoring construction or rehabilitation sites for schools, health facilities, or community infrastructure, including latrines, accessible facilities, hydraulic structures, boreholes, solar pumping, tanks, and simplified networks. Experience in developing and reviewing plans, bills of quantities, cost estimates, technical specifications, tender documents, consultant reports, and contractor payment certificates.
