Job Purpose
The consultancy will provide systematic field monitoring and quality assurance of Makani Center operations and program implementation in Jordan from September to December 2026. This assignment requires specialized technical oversight to support the strategic reshaping and prioritization of a reduced package of services, in line with program scale-down plans and the phased closure of some community-based centers and reduction in field workers. The consultant will ensure adherence to quality standards and accountability commitments while supporting the delivery of integrated child development and protection services, including learning support, skills building, psychosocial support, and child protection.
Responsibilities
Conduct systematic field monitoring of Makani Center operations and program implementation, ensuring adherence to quality standards and accountability commitments. Provide specialized technical oversight to support the strategic reshaping and prioritization of a reduced package of services, aligning with program scale-down plans and phased closure of centers. Assess the effectiveness of learning support services, skills building, life skills, psychosocial support, child protection, early childhood development, and parenting programs delivered through Syrian Incentive-Based Volunteers (IBVs). Identify quality gaps in program delivery and service provision, and communicate findings clearly in written reports. Support the strategic planning and implementation of revised service delivery models. Ensure that child protection principles and referral mechanisms are effectively integrated into the program. Document lessons learned and best practices from the program implementation and monitoring process. Collaborate with program staff and IBVs to enhance program quality and impact. Prepare regular progress reports and a final report detailing findings, recommendations, and strategies for future program adjustments.
Work Experience
Minimum 5 years of progressively responsible experience in learning and education, program monitoring, community-based programming, and educational counseling, including in a humanitarian context. Prior experience working in refugee camp settings in Jordan is required.
Skills
Knowledge in Learning services and formal/non-formal education, Knowledge of Jordanian national curriculums, Understanding of child protection principles and referral mechanisms, Experience in program monitoring and field data collection, Structured reporting skills, Familiarity with community-based service delivery, Familiarity with volunteer-based program models, Ability to identify quality gaps and communicate findings, Computer literacy (MS Office, data entry systems), Experience with Makani program or similar integrated child development programs (Desirable), Experience in curriculum revision and development (Desirable), Familiarity with UNICEF's Information Management System (BAYANATI) or equivalent (Desirable)
