Job Purpose
Under a partnership among UNICEF, the European Union (EU), and the Ministry of Education and Sports (MoES) in Lao PDR, this consultancy will support the 'Digital Skills and Digital Literacy for Lao Adolescent Employability' project. The project aims to improve digital skills and literacy among Technical, Vocational Education and Training (TVET) teachers and students, enhance the availability and quality of career guidance and digital entrepreneurship support for improved TVET enrolment and school-to-work transitions, and increase awareness of digital skills' importance among young people and communities. The consultant will contribute to aligning project activities with key government policies and strategies, including the MoES' 10-Year Digital Education Strategy and the National Digital Economy Development Vision, ensuring a coherent strategic foundation for digital transformation in Lao PDR’s education sector.
Responsibilities
The consultant will be responsible for supporting the implementation of the 'Digital Skills and Digital Literacy for Lao Adolescent Employability' project, focusing on improving digital skills and literacy among TVET teachers and students. This includes contributing to the enhancement of career guidance and digital entrepreneurship support to facilitate better TVET enrolment and school-to-work transitions. The consultant will also play a role in increasing awareness of digital skills and digital literacy within target young people and wider communities. Key responsibilities will involve working closely with UNICEF, the EU, and the MoES to ensure project activities are aligned with national policies and strategies, such as the MoES' Digital Education Strategy and the National Digital Economy Strategy. The consultant will contribute to the overall digital transformation of Lao PDR’s education sector, aiming to improve the employability of graduates by better meeting the needs of the labor market and promoting green initiatives.
Work Experience
A minimum of five years of professional experience in education, digital skills development, or project management, preferably in the TVET sector. Experience working with international organizations or in developing countries is an asset.
