Job Purpose

The consultancy aims to develop a child and youth-centred data interoperability roadmap for Montenegro. This initiative is part of the "Quality Education for All Children in Montenegro" project, a collaboration between the Government of Montenegro, UNICEF Montenegro, and the European Union Delegation to Montenegro. The primary objective is to conduct a thorough assessment of the existing legal, institutional, governance, procedural, and technical conditions. This assessment will identify the requirements for establishing seamless interoperability between administrative data systems and registries across key sectors, including education, employment, social welfare, child protection, and health, ensuring that data can be shared effectively and securely to benefit children and youth.

Responsibilities

The consultant will be responsible for conducting a comprehensive assessment of the legal, institutional, governance, procedural, and technical landscape in Montenegro related to administrative data systems and registries. This includes analyzing existing frameworks, identifying gaps, and proposing solutions for interoperability across sectors such as education, employment, social welfare, child protection, and health. The consultant will develop a child and youth-centred data interoperability roadmap, including specific recommendations and actionable steps for implementation. This will involve engaging with various stakeholders, including government ministries, agencies, and international partners, to gather input and ensure buy-in. The consultant will also be expected to review and propose alignment with relevant EU interoperability standards, GDPR, EIF, and digital governance frameworks. Furthermore, the consultant will develop data governance frameworks and data-sharing protocols to support the roadmap's objectives. The final output will be a detailed report and roadmap document, presented to key stakeholders, outlining the strategy for enhancing data interoperability to improve services for children and youth in Montenegro.

Work Experience

At least five years of professional experience in administrative data systems, data governance, and interoperability, with knowledge of education and/or social security systems. Proven experience in conducting assessments, developing interoperability frameworks, and experience with EU interoperability standards, GDPR, EIF, and digital governance frameworks are required.
