Job Purpose
The purpose of this consultancy is to develop a strategic approach for UNICEF Caribbean MCO to effectively engage with the emerging Caribbean Water Centre of Excellence (CWCoE) and the broader Caribbean regional WASH agenda. The strategy will define UNICEF's added value as a technical and convening partner, ensuring its independence, visibility, and strategic role in supporting governments and regional institutions. This involves clarifying how UNICEF can best contribute to strengthening sector governance, sustainable financing, and institutional capacity to address persistent WASH challenges across the Caribbean, particularly in rural areas, small island states, and vulnerable communities. The strategy will guide UNICEF's engagement to promote resilient and safely managed WASH services, emphasizing human resources, sector leadership, climate-resilient planning, and knowledge sharing.
Responsibilities
The consultant will be responsible for analyzing the current WASH landscape in the Caribbean, identifying key stakeholders, and assessing existing regional initiatives and challenges. This includes evaluating the role and potential of the Caribbean Water Centre of Excellence (CWCoE) and determining how UNICEF can strategically align its efforts with the CWCoE and other regional bodies. The consultant will develop a comprehensive strategy document outlining UNICEF's positioning, engagement modalities, and value proposition within the Caribbean WASH agenda. This strategy should clearly articulate areas where UNICEF can provide technical expertise, facilitate partnerships, and convene stakeholders to advance resilient and safely managed WASH services. Key deliverables will include a situational analysis report, a stakeholder mapping, a draft strategy document for review, and a final strategy incorporating feedback. The consultant will also be expected to present findings and recommendations to UNICEF and relevant partners, ensuring the strategy is actionable and aligned with UNICEF's mandate and the region's needs. This role requires a deep understanding of WASH sector reform, climate resilience, and capacity development within the Caribbean context.
Work Experience
At least 10 years of experience in WASH sector strategy, systems strengthening, sanitation, climate resilience, or sector reform. Demonstrated experience in human capital development, training systems, institutional capacity development, or workforce planning. Strong knowledge of sanitation systems, fecal sludge management, WASH financing, and climate-resilient infrastructure.
