Job Purpose
The IT Specialist for Mobile App Development will support the National Social Assistance Fund (NSAF) in Cambodia by designing and implementing robust digital solutions, including mobile applications for the Social Assistance Family Package (SAFP). This role is crucial for operationalizing the SAFP's Cash Plus model, linking financial assistance with essential services like disability inclusion, gender-responsive healthcare, education, and vocational training. The specialist will ensure interoperability with other social protection platforms, enhance beneficiary management, track referrals, incorporate shock-responsive features, and support real-time monitoring and reporting. The aim is to ensure transparency, accountability, continuous improvement, and the overall success of the SAFP's goals for comprehensive coverage, cost-efficiency, sustainability, scalability, and resilience.
Responsibilities
Design, develop, and implement mobile applications and other digital solutions for the Social Assistance Family Package (SAFP) and its Cash Plus model, focusing on referral systems and social services.
Develop and integrate shock-responsive features into social assistance programs to enhance resilience to crises.
Ensure seamless interoperability between the SAFP's digital platforms and other relevant social protection systems, including monitoring and evaluation systems, TVET, and the Disability Management Information System (DMIS).
Facilitate integrated beneficiary management, enabling efficient tracking of referrals to essential services and support quality assurance mechanisms across sectors.
Support the development of modules for monitoring, reporting, and performance evaluation to ensure transparency, accountability, and continuous program improvement.
Write unit tests, perform code tests, and conduct UI/UX testing to ensure the quality and usability of developed applications.
Collaborate with key ministries, subnational administrations, and NSAF to gather requirements and ensure the digital solutions meet program needs.
Provide technical expertise in areas such as Progressive Web Applications, Native Android (JAVA), Native iOS (SWIFT), Flutter, Objective-C, PHP, and Laravel framework.
Securely interface with core banking systems and implement complex database structures.
Empower local actors through effective digital tools to support holistic service delivery.
Work Experience
At least 2 years of relevant work experience in software development, mobile/app development, or related fields is required.
