Senior Technical Consultant (Digital Learning & Learning Passport Implementation Support), Monrovia, Liberia, 4 months (onsite)

Job Purpose

UNICEF Liberia is supporting the Ministry of Education (MoE) to strengthen national digital learning infrastructure and expand access to schooling for vulnerable and out-of-school children. Following recent reviews, the MoE has prioritized flexible, alternative digital learning modalities through the deployment of the Learning Passport (LP) platform. This consultancy aims to accelerate this deployment process by providing specialized regional expertise. The consultant will align interministerial governance structures and support the finalization of a fast-tracked roadmap, ensuring all hardware procurement, platform localization, and deployment setups are completed and functional by late December 2026, in line with the TICAD grant expiration.

Responsibilities

During a two-week in-country mission to Liberia, the consultant will provide high-level technical expertise. In the first week, the consultant will support the capacity building of Institutional Consultants developing the Learning Passport software and facilitate high-level policy and technical alignment meetings with the Ministry of Education and the Ministry of Youth and Sports. In the second week, the consultant will support the facilitation of a multi-stakeholder technical workshop to finalize the Liberia Learning Passport Implementation Roadmap. Additionally, the consultant will run technical capacity-building handovers for UNICEF staff and MoE ICT specialists, ensuring sustainable implementation and local ownership of the digital learning solution.

Work Experience

A minimum of 8 years of relevant professional work experience in international development, education sector reform, or digital education is required. Proven experience in implementing and scaling digital learning solutions, specifically the Learning Passport platform, within West and Central Africa is also necessary.
